故事叙述一项历史性高峰会议，在最尊贵的船舰伊丽莎白二号上举行，结果被一群训练精良、有备而来的恐怖份子挟持，一对感情不睦的兄弟于是担负起抗暴工作，一个是酗酒的军火商，另一个则是特勤组探员，两人必须同心协力，才能阻止这些极端份子的行动。
Plot Summary:A Secret Service agent and his brother, a reckless ATF agent, try to stop a group of extreme right-wing U.S. military mercenaries, led by a fanatic Taiwanese vixen, who hijack the Queen Mary 2 ocean liner with the U.S. and Chinese presidents on board with the aim to steal China's nuclear codes to arm China's ICBM missiles to use as bargaining chips for their personal crusade against China.
