抗战后期，日寇败局已定，他们决定在香港修建潜艇基地做最后的抵抗。入伍前学建筑工程的少佐左滕（赵文瑄 饰）负责基地的技术工作，黑寿（王国京 饰）大尉担任基地的安全警卫。中立国货轮“玛丽大婶”号被日军强行征用，船上的水手被押往基地做劳工，其中有水手何伟力（夏军 饰）及妻子郑玲（蒋竹菁 饰）以及女友徐美丽（温碧霞 饰）。在日军的武装监督下，劳工们每天都超负荷地干活，累病的工人被秘密烧死，目睹这一惨状的何伟力最终被吓疯，企图逃跑的水手关雄（王亚楠 饰）被黑寿用汽艇螺旋浆活活搅死。船长洪达（何麟 饰）策划逃亡，他的计划得到外籍工程师梅森（约翰·斯拉德 饰）的理解和支持。此时，竣工迫近，日军司令部命黑寿将全部劳工杀死......
At the end of WWII, Japanese realize the failure will come and decide to build a secret submarine base in Hong Kong for last resistance. A China cargo boat is imposed and mariners are escorted to the base and forced to be labors. Japanese commander orders the base security officer to kill all the labors when the completion date is coming. The Chinese captain leads all his crew to fight for survival.
